Phase I Environmental Site Assessments (ESAs) – ASTM Standard E 1527-21 

PINNACLE performs assessments often in excess of ASTM Standard E1527-2021 and the USEPA’s All Appropriate Inquiry (AAI) Standard.  Reasons for conducting a Phase I ESA may include: When the project is industrial or located within an industrial area that is not recently/newly constructed; when there are questions/concerns about current or historical tenants and hazardous materials uses (e.g., dry cleaners); when the property is located in an older urban area; and/or when the innocent landowner defense is desired.

With the housing in short supply, PEI is particularly adept of assessing infill development of prior industrial use property that is being assessed for potential residential development.

 

Transaction Screen Assessments (TSAs) – ASTM Standard E 1528-14 

PINNACLE performs TSAs often in excess of ASTM Standard E1528-2014.  Reasons for conducting a TSA may include: When there is a potential concern about the current uses of the property, or when other more limited investigation suggests a site visit is prudent. The general scope of work includes: Review of one or two historical sources (e.g., Sanborn Maps, and/or city directories) to provide a brief overview of the property history; Review of reasonably ascertainable federal and state environmental databases, and brief discussion of sites of potential concern; Review of Environmental Questionnaire completed by property owner; Issuance of summary letter report describing findings.

 

Records Search with Risk Assessment (RSRA) – Per SBA SOP 50 10 

SBA financing Clients will sometimes order a RSRA when there is low concern about current uses (e.g., non-sensitive NAICS code, office buildings, recently constructed commercial/industrial development).  An RSRA will review a borrower questionnaire, along with a database review and appropriate historical sources (e.g., Sanborn Maps, and/or aerial photos, and/or city directories, and/or building permits) to provide an overview of the property history; and possibly other items.  This is a “desktop review” with no site visit or other field research performed, but can be a valuable tool in evaluating the past property usage at a lower cost than a TSA or Phase I.

 

Historical Environmental Review

A Client will sometimes order a Historical Environmental Review when there is low concern about current uses (e.g., office buildings, recently constructed commercial/industrial development); but the history of the property is unknown or of potential concern.  An HER review will assess appropriate historical sources (e.g., Sanborn Maps, and/or aerial photos, and/or city directories, and/or building permits) to provide an overview of the property history; along with a database review and possibly other items.  This is a “desktop review” with no site visit or other field research performed, but can be a valuable tool in evaluating the past property usage at a lower cost than a TSA or Phase I.

 

Regulatory Database Review & Summary

PINNACLE will perform a desktop review of a regulatory database when clients require a cursory level of environmental due diligence in a real estate transaction. This level of review is appealing when the history or site use does not appear to be an immediate concern. The scope of work includes ordering of regulatory database and preparation of a letter report with findings and recommendations.

 

Third Party Professional Review

PINNACLE’S principal has in excess of 35 years experience each with environmental due diligence, assessment, and remedial services. This experience gives the Client (often Lending Institutions or developers) a high level of confidence when provided with unknown 3rd party reports by a prospective purchaser or seller.  Clients depend on Pinnacle when a second opinion is desired or the scope of work, conclusions and/or recommendations are unclear in an existing report.  PEI has the experience and knowledge to evaluate what was (and was not) completed and assist in assessing whether the work completed conforms with the Client’s needs.

 

Vapor Intrusion Assessment – ASTM E 2600-15

PEI personnel are trained and have direct experience performing Vapor Intrusion Assessments per the ASTM standard.  These assessments can be performed in conjunction with or in addition to a Phase I ESA.  Potential Vapor Encroachment Concerns (VEC) are identified during assessments.  PINNACLE is able to assist the Client from the initial screening/identification of VEC, through the assessment and ultimate mitigation of vapor intrusion conditions at a property.

 

Asbestos and Lead Surveys, Operations & Maintenance Programs and Abatement Services

PINNACLE can perform asbestos containing building material (ACBM) and lead-based paint (LBP) inspections and surveys, provide Operations & Maintenance programs, and assist in providing related ACBM and/or LBP abatement services.

 

Phase II Subsurface Soil, Soil Vapor, and Groundwater Investigations

Phase II investigations are performed concerning issues specific to a particular site. Such investigations can include soil sampling, groundwater sampling and/or soil vapor sampling. PINNACLE has performed numerous Phase II investigations on many types of industrial, commercial and undeveloped properties. Investigations are performed under the care of and supervision of appropriately registered professional personnel in accordance with recognized standard industry practices. PINNACLE has long term working relationships with reputable, insured subcontractors (e.g., geophysical, laboratory, drilling services) thereby providing the client with quick and cost effective assessment tailored to the Clients specific needs.

 

Remedial Investigations/Cleanup 

PINNACLE provides the Client with professional services for the installation, operation and maintenance and removal of a remedial action system. PINNACLE provides expert liaison between the Client and the regulatory agency, advocating on the Client behalf to ensure the quickest possible response and/or review time. PINNACLE will prepare the Remedial Investigation Workplan (RI), Feasibility Studies of remedial alternatives, Remedial Action Plan (RAP), through Remedial Action (RA) implementation, operation & maintenance and closure.

 

Risk Based Corrective Action / Risk Assessment

PINNACLE is adept in using regulatory agency specified models to input site specific parameters to allow for accurate portrayal of risks associated with impacts at a property.
